INAUGURAL NATIONAL CLIMATE CHANGE ROUNDTABLE
The Inaugural National Climate Change Roundtable took place at the Ladi Kwali Hall of the Sheraton Hotel and Towers on August 27, 2009. The keynote address was delivered by the Honourable Minister of Environment, Mr. John Odey. Highlights of his address are: Nigeria proudly makes the first landmark in Africa, by this establishment of a National Climate Change Roundtable. The establishment of the roundtable became imperative and inevitable as the issue of climate change is undoubtedly critical to the enthronement of our National Sustainable Development and in attaining Mr. President’s Seven Point Agenda and the Millennium Development Goals. Furthermore, it is an encompassing truth and threat that will affect all the various sectors of our National growth and development. As the world continues to find possible solutions to the looming challenges of global warming and climate change, Nigeria should not be left behind in the finding ways to prepare the Nation against the looming negative impacts of climate change as well as adequately strategize to harness the opportunities therein. That climate change is no longer a debatable issue. Following the IPCC and other scientific reports, governments of the world have realized that climate change is human induced and all aspects of human development are affected by climate change. Hence, the issue of climate change has been placed firmly on local, national and international agendas, in the forefront of public and media scrutiny, and in the strategies of a growing number of businesses. Institutions and processes have therefore been put in place to enable the world’s government to take action, to coordinate those steps, and to measure the results under the aegis of the United Nations Framework Convention on Climate Change and the Kyoto Protocol. The recurrent inclusion of the issue of climate change on the Agenda item of The G8 meetings is another clear demonstration of the seriousness of attention deserved by the issue. It will be recalled that Mr. President’s first international assignment was the attendance of the G8 Summit in Heligendum, Germany where discussion of the issue of climate change featured prominently. Also, in September 2007, the United Nations Secretary General – Mr. Ban Ki Moon – invited the world leaders including Mr. President to New York to further discuss ways to advance global implementation of climate change activities. All this was crowned with the Bali Conference on Climate Change held in Bali, Indonesia from 3 – 15 December 2007 in which Nigeria participated fully. Ninth session of the AWG-KP and seventh session of the AWG-LCA Bangkok Climate Change Talks 2009 The first part of the ninth session of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP) and the first part of the seventh session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA) have concluded in Bangkok, Thailand. This was the penultimate negotiating session before COP 15 in Copenhagen in December, at which an ambitious and effective international climate change deal is to be clinched.

9th Session of the AWGKP Bangkok 28 September 2009 Draft-2 of the African Group (AWG-KP Statement) Mr. Chairman, Algeria on behalf of the African Group supports the statement made by Sudan on behalf of the G77+China The African Group would like to express its thanks and gratitude to the Government and People of Thailand for their kind hospitality. Our position, Mr. Chairman, is requesting developed countries to commit themselves to at least 40% emission reductions by 2020 according to the science and in the same time they must commit to assist us to adapt to climate change and where appropriate and voluntary expressed to mitigate, using for example the Kyoto flexible mechanism. We are disappointed to note that during the August meeting developed countries showed lack of commitments of developed to take on meaningful commitments. Mr. Chairman, the situation is in your hands and the history will never forgive those who will be responsible for an untransparent process leading to an unfair outcome in Copenhagen. The historical opportunity will be missed and this will affect the integrity of the Convention and its Kyoto Protocol. We’re concerned that judging on the progress so far, that even in Copenhagen we will not have a result on KP process if there no element under AWGKP that we can conclude during this session. For the African Group to have legally binding commitment for the second commitment period is crucial. Mr. Chairman, let me also express to you the willingness of the African Group, as the mostly affected, to work under your guidance for effective and equitable results. Thank you Mr. Chairman, |
